2009 Rule Proposals to be considered for 2010

 

Conduct of RodeoApproved

Change rule 11-11 to read:  All contestants must wear long sleeved, button/snap down shirts with a collar and button/snap cuffs, cowboy boots and cowboy hats when in the arena.  This includes pre-rodeo, one hour before the performance starts.  (Slack is a performance.)  This is the proper dress code for all SDRA rodeos.  If contestant fails to abide by this rule, they can be fined up to $25 and/or receive a no time/score on the stock competed on with the exception of Bareback riders for riding arms and Bull riders for helmets and riding arms.

 

Contestant DisqualificationNot Approved

Change 12-1 A to read:  A contestant may be fined and/or disqualified for any of the following offenses:

 

Change 12-1a to read: Carrying alcohol container, consuming alcohol or being under the influence of alcohol or using or being under the influence of any illegal substance in the arena (roping boxes are considered part of the arena) one hour prior to or during any performance (slack is a performance) of any SDRA approved rodeo.

 

Bull Riding

Change 26-1 to read:  Protective helmet of rider’s choice may be worn instead of cowboy hat during competition.  Riding is to be done with one hand and a loose rope with or without a handhold.  No knots or hitches are to be used to prevent the rope from falling off the bull when rider leaves him.

 

Calf Roping--Not Approved

Delete rule 28-17 and add the following to the general rules of the timed event section:

Rule 27-23:  Cattle for the Calf Roping, Ladies Breakaway and Sr Men’s Breakaway can be lined to the score line.  The barrier judge must approve any lining beyond the score line and every run must be lined from that same place for every contestant.  If first run isn’t lined, then no run can be for the duration of that rodeo.  It is the responsibility of the stock contractor, event directors or contestants to find liners and have them in position before each event begins.  If however, liners are used for the first run, liners shall also be used for all runs during the rodeo.  Again, it is the responsibility of the stock contractor, event directors or contestants to find these liners.  If any run after the first run is not lined, no re-runs will be given because of no liners.  If contestant nods for cattle and no liners are in position, then contestant accepts condition and cannot pull up or declare because of no liner.

 

Sr Men’s Breakaway--Not Approved

Change rule 31-2 to read:  Ropes must be tied to saddle horn with carpenter’s string.  String must be tied at the end of the rope.  Rope can be doubled back and taped to itself to form the end of the rope.  There will be no tail.  A flag that is visible to flag man or judge must also be attached at the end of the rope.

 

Change 31-5 to read:  Sr Men will rope horned cattle and there will be only one legal catch—around both horns.  If the hondo passes over one horn and the loop over the other, the catch is illegal.  If the head loop crosses itself, it is illegal.

 

Change 31-8 to read:  Sr Men’s Breakaway ropers must all compete from the right (calf roping) box.

 

Barrel Racing

Change 32-6 to read:  The barrels are to be placed inside of the barrel markers.  (Marker lifted straight up, outside edge and middle of barrel, set directly inside of marker).

 

Ladies Breakaway--Not Approved

Change rule 34-3 to read:  Ropes must be tied to saddle horn with carpenter’s string.  It will be a disqualification for not using this string.  String must be tied at the end of the rope.  Rope can be doubled back and taped to itself to form the end of the rope.  There will be no tail.  A flag that is visible to the flagman or judge must also be attached at the end of the rope.

 

Payoff--Not Approved

The pay-out should be based on number of entries and money in the pot.  The payout should be less holes than there are contestants.  Example:  3 or less contestants and $500 or less in the pot should pay one hole.

 

Residency--Not Approved

Contestant must be a SD resident to accumulate point and/or qualify for the SDRA finals and/or any SDRA awards.

 

Contestant may be asked to prove residency by showing a valid SD driver’s license or if under 18, showing the parent’s valid SD drivers license.

 

If it is generally known that contestant is NOT living in SD, that contestant will not be eligible for SDRA finals and/or any awards.

 

This rule excludes SD resident college students who attend school out of SD

College students attending college in SD are not eligible unless they are current SD residents.

 

Anyone that moves out of SD after attending at least one SDRA approved rodeo of current season, may finish the current year as a resident.

 

Entry--All sections approved

14-6 The following information will be required when entering:  Each contestant’s name, address, card number, events and preference.  Slack is allowed as a preference.  Add to 14-6 rule:

 

14-6a:  Every contestant must give a first and second performance preference.  If the contestant is not available for a second preference, the contestant may choose “draw out” as a second preference.  Giving “draw out” as a second preference does not guarantee that the contestant will receive their first preference.

 

14-6b:  At the committee’s request, first preference may be restricted to performances only.  Slack may still be given as a second preference.

 

Late Entry--Not approved

14-13:  Delete the $25 charge for a late entry.  Change to read that entries will be accepted until the end of call backs.  However, entries taken after the posted entry hours will be considered late and each contestant will be drawn up first in each event entered or last out in rough stock events and barrel racing.

 

Mixed Team Roping

Cattle be drawn for each contestant as in other timed events. Approved

 

The score line in Mixed Team Roping be the same as for Steer Wrestling at all rodeos.  Not approved

 

Team Penning:

Team Penning should not or cannot be added to an already approved rodeo within 30 days of said rodeo.  Not approved                       

 

Team Penning cattle need to be put through the pen before each penning begins including multiple goes.

The 12 teams that qualify for the finals will be made up of the top 12 teams.  If a team qualifies for the finals, the 3 individuals must keep the team together unless one is unable to be at the finals due to illness or other obligations.  If an individual has more money than a qualifying team, that individual can take 2 partners that have a membership and have competed in at least 2 SDRA rodeos in Team Penning.  Not approved

 

Rule 35-6:  Change wording to: …. The contestants are to immediately proceed toward the starting line (add) the number will be announced by the announcer and the holders are to leave the arena immediately after the number is called by the announcer.  The holders must leave by riding out of the arena near the fence and not through the middle so as to not interfere with the team competing.  If the riders . . . .  Approved

 

Rule 35-8b:  Delete—a team cannot better their time on a re-run.  Not approved

 

Rule 35-8  The judge will drop the flag is and when cattle escape from the arena and time will be noted.  If the time is feasible (by the judge’s discretion) for placing (add) a lap and tap will be allowed with the appropriate number of cattle on the pen side of the line.  i.e. If the team had 2 cattle sorted out when the clock was stopped they will begin with 2 cattle sorted out and that time already on the clock.  This will be done at the conclusion of the penning.  Delete:  the team will be allowed a re-run on the same cattle number at the conclusion of the penning.  Not approved

 

Rule 35-7:  On a qualified run, time will end when the tail of the third cow has entered the pen and the pen judge drops his flag.  (Add)  No horse shall enter the pen past the point of the shoulder of the horse when 3 cattle are penned.  The team will be disqualified if the rider charges into the pen past the point of the horse’s shoulder.  A rider may enter the pen to get an extra out or after the flag is dropped to clear the pen.  Not approved

 

If the team is calling for time with just 1 or 2 cattle penned, one rider must ride into the pen no further than the point of the horse’s shoulder and raise his/her hand to stop the time.  Time continues until all unpenned cattle are completely on the cattle side of the starting line.  Not approved

 

Rule 35-18  (Add at the beginning)  The team penning draw will be posted at all rodeos and the finals.  Approved

Forbidden MembersAnyone who is found guilty of being involved with the mistreatment of Wendy Halweg’s horse, Dually, never be allowed to hold an SDRA membership card in ANY capacity including but not limited to personnel, active participants or committee members.
